Including this one, to propose new approaches to the study of decisions. It is possible to derive from these approaches useful implications for the analysis of choices of public policy objectives. Using the terminology of this author's adaptive behaviour model (Petit. 1977) concerning individual decision makers, 'the choice of a goal is a decision. It depends upon higher order goals and the perception which the agent has of his environment and of his possibilities to modify it'. Goals are revised when their perceptions change because they learn or because their situation has actually changed.

Heidhues attempted to overcome the limitations of traditional agricultural economics research in other ways as well. Some of his earliest writings contain references to the nature, course and determinants of political decision making.
