The Arc Alliance Guardianship Services provides a variety of support and services for older individuals with intellectual and developmental disabilities. Representative Payee (Rep Payee) Services:

Representative Payee Services:

Our Representative Payee Program provides the security of money management. The Arc Alliance Guardianship Services is a qualified organization, through the Social Security Administration to receive Social Security benefits (SSI, SSD, Retirement benefits). The main duties of a Rep Payee are to use benefits to pay for the current and future needs of the beneficiary, and save any benefits not needed to meet current needs.  Reporting is submitted to Social Security on the regular and/or requested basis.

The Arc Alliance Guardianship Services provides representative payee services in many counties throughout Pennsylvania, including: Berks, Bucks, Chester, Delaware, Lancaster, Lehigh, Montgomery and Philadelphia.  We have the capability to expand these services to other counties as requested.

As Representative Payee, The Arc Alliance Guardianship Services:

  • Arranges for the client’s Social Security income to be deposited directly into an individual checking account;
  • Creates a budget to govern how the funds are to be utilized;
  • Assures prompt payment of indicated bills and disburses any agreed upon personal expense money;
  • Charges a small fee, which is determined by Social Security, plus any nominal administrative fees from our banking partners.

Guardianship Services:

A Guardian is appointed by the Court to manage the health and/or financial affairs of an Incapacitated Person.  A judge makes a decision on capacity with testimony during a court hearing.

Guardian of the Person:

The Arc Alliance Guardianship Services provides services to individuals who are in need of someone to make decisions on their behalf that ensures their safety and well-being. The Arc Alliance Guardianship Services is appointed by the court to make personal, medical and end of life decisions as the Guardian of Person. The scope of these powers is defined by the court.

Guardian of the Estate:

The Arc Alliance Guardianship Services ensures that individual estates (financial matters) are managed and protected in a responsible (fiduciary) manner. This includes but is not limited to: filing inventory, initial and annual reports with the court and safeguarding all assets. Medical Assistance applications are processed for individuals who reside in long-term care facilities, are eligible for community waiver programs and those eligible to receive services through the Department of Human Services (DHS). The scope of these powers is defined by the court.

Power of Attorney (POA):

The Arc Alliance Guardianship Services also provides services to individuals who may need assistance with their current or future decisions medically and/or financially as Power of Attorney (POA) through a legal written document granting authority to act on an individual’s behalf. The scope of these powers is defined by the written document.

The Arc Alliance’s Guardianship Department provides Guardianship services to Berks, Bucks, Chester, Delaware, Lancaster, Lehigh, Montgomery and Philadelphia Counties. We have the capability to expand these services to other counties as requested.

Robert L. Feliciani, III is an attorney licensed to practice law in the state of Pennsylvania. Robert has focused his legal career in the areas of elder law, guardianships, trusts, fiduciary litigation and estate planning. Robert has represented guardians for over 10 years and has an intimate understanding of not only the laws affecting guardians but also the day to day responsibilities of guardians.
Robert was born, raised and has lived the majority of his life in Montgomery County Pennsylvania. He graduated from LaSalle College High School in 1993 and from Temple University in 1998 with a Bachelor of Arts, with honors. Robert went on to work in securities and banking before returning to school and attending Widener University School of Law. Robert Graduated from Widener University School of Law in 2007 with honors.
Most recently Robert has owned and operated his own law office in Montgomery County where he has assisted numerous professional guardians in legal matters that affected them on a daily basis. Robert was also involved in the creation of the Delaware Valley Guardianship Association, which was created to help guardians perform their jobs better by providing training and support.
Robert continues to reside in Harleysville Montgomery County with his three children, Anthony, Olivia and Mia. He is also an avid biker and can often be found on his Harley.
